As we all do our part to help flatten the curve in the weeks and months ahead, the tourism and hospitality industries will face unprecedented challenges. It is now very clear that the only way to stop the spread of this virus is for us to stay at home and practice physical distancing.  This means taking a pause from restaurants, hotels, events, business meetings, and air travel. The result of these guidelines is an abrupt stop to the engines of an industry that—at its very core—is intended to bring people together. These restrictions, while necessary, will be devastating to over 10% of the world’s economy and the 1 in 11 jobs tied to travel and tourism.

Many of Solimar’s clients include Destination Management Organizations (DMOs), Ministries of Tourism, and Tourism Boards that are struggling to understand what this global impact will have on their economies and what priority actions are needed to deal with this crisis. The main questions we are hearing include:

  1. What should we be doing right now during this time of crisis?
  2. Should we stop marketing our destinations?
  3. Do we need to throw out the long-term tourism plan and create a new one?
  4. When will things return to normal and what impact will this have on tax revenue and the local economy?

Since we know these questions are top of mind for any tourism organization, we wanted to do the best we can to answer these for our clients and the rest of the industry.

  1. What should DMOs, Ministries of Tourism, and Tourism Boards do right now during this time of crisis?

The one thing this virus has demonstrated is that when we find ourselves in crisis, we need leadership. We need leaders who can clearly communicate facts, provide steady guidance, and help remind us that we will get through this together. Elected leaders from around the world are doing their best to provide this leadership to citizens. Even though we all hear these national guidelines, the tourism industry needs leadership too. Those that lead tourism organizations are asked daily to lead your staff, but in moments like this we need you to lead your industry as well. Your tourism partners need a place to get reliable information about tourism and understand the resources and support available to them. This doesn’t mean you have to communicate only the support your organization can provide; you can play an important role to help industry partners make sense of new stay at home guidelines being imposed, or details about the latest bill or stimulus package that has been approved.  Most importantly, as a tourism leader you need to remind those in the industry that they are not alone and the industry will recover together.

Tourism leadership also means advocating for your industry.  Often, the tourism leader is the only one that can pick up the phone and call those elected officials that are making national and local decisions about how to deal with this crisis. Your leadership is needed to remind government about the impact the tourism industry is facing and the support that is needed.  Remember, leadership is not only during this immediate crisis, but this is needed over the next year as the industry tries to recover.  We are convinced that it will be the destinations with the strongest tourism leaders that will be the ones that come out of this crisis the fastest and with a stronger tourism industry.

Remember, as a tourism leader it’s important to speak to all destination stakeholders during this time of crisis, not just your industry partners.  See this wonderful example from Jennifer Wesselhoff, President/CEO of Sedona Chamber of Commerce and Tourism Bureau in her open letter to all Sedonans where she not only reinforces important safety messages but also how residents can support local businesses during this crisis and most importantly offering some messages of hope and perseverance closing the letter with “Keep up the good work. Let’s stand together, help each other and stay safe and positive. #SedonaStrong”. This is what tourism leadership looks like.

  1. Should we stop marketing our destinations?

Yes and no.  The simple answer during this time where the entire world is being asked to stay at home, is no, you should not be trying to convince people to visit your destination.  But that doesn’t mean you stop marketing.  The entire world is stuck at home right now dreaming of when things return to normal and they can get as far away from their home quarantine as possible. Their daily social media feeds are full of negative stories about this virus, why not brighten their day with an inspirational message while showcasing your destination?

See this example from the Namibia Tourism Board that executed this idea brilliantly. They reinforced the message that we must stay at home but reminded us that their beautiful destination that offers endless horizons waiting for you when you are ready and allowed to get off your couch.

Another important marketing activity that you should be doing now is marketing planning.  This is the perfect time for you to inspire your marketing team and agency partners to help refresh your creative assets and develop a campaign that is ready to go the minute social distancing orders and travel restrictions are lifted. It is highly recommended to focus your first campaign on your domestic market and residents. As soon as people are given the opportunity they will want to get out of their houses and re-connect with family and friends. Start working now on your campaigns that will encourage your local market to get out and spend money with your hospitality partners.  Once you have the domestic campaign ready to go, reach out to your international tour operator and airline partners and start discussing now how you can invest marketing resources together to get those airplane seats full again.

3. Do we need to throw out the long-term tourism plan and create a new one?

No! You should adapt your plan, but do not start over. We believe strongly that all destinations need a long-term tourism plan that guides the industry towards a common vision. But a tourism plan should never be seen as a static document. A tourism plan is a strategic framework that gives direction to the public and private sector on how to work collaboratively to achieve a common vision.  For those that have a tourism plan, has your vision for where you want to see your destination in 10 years changed because of this virus?  Probably not.  Look back at your strategic objectives that frame your plan, have these changed because of the virus?  Probably not.  What has changed is the need to re-prioritize actions and specific activities.

What your plan will also need is a new high-level objective to show your industry partners that you are responding to this crisis.  This might be called “Assist the industry respond and recover from the COVID-19 crisis.”

Priority actions might include

  • Make low-cost loans available to help tourism businesses during this crisis
  • Create/strengthen a government safety net for tourism workforce that loses their job because of forced layoffs
  • Provide online skills development opportunities that tourism businesses and workforce can access during social distancing period
  • Provide industry support and training in disinfecting and deep cleaning, and develop a “COVID-Safe” certification program to incentivize industry participation
  • Develop a short-term marketing plan focused on locals to launch as soon as social distancing ends
  • Develop a cooperative marketing grant fund to incentivize and support international tour operators and low-cost airlines to start bringing visitors to your destination
  • Develop a crisis response emergency plan based on lessons learned from COVID-19 to have ready for future crisis

But if your new tourism plan is just focused on immediate actions that are needed in this time of crisis, you will never be able to achieve that collective vision you developed for your long-term plan and run the risk of just “taking action” without a clear direction or strategy to measure the success of those actions.

4. When will things return to normal and what impact will this have on tax revenue and the local economy?

This is the question everyone wants answered, but the reality is no one can say for sure.

The UN World Tourism Organization (UNWTO) is predicting a fall in international arrivals by 20-30% in 2020 and this would translate into decline in international tourism receipts (exports) of between US$300-450 billion.

But the UNWTO also reminds us that tourism has a history of continued growth and resilience as seen in the below graph that shows the impacts and recoveries from other global events in recent history.

And as we learned from the 2003 SARS Virus and the 2009 global economic crisis, in both cases the industry re-bounded quickly as seen in the below graphs.

And just as important, remember how employment rebounded across all sectors by 11% after the global economic crisis between 2010 and 2018 compared to 35% employment growth in in accommodation and food services.

This reminds us again that when life returns to normal, our society returns to travel and spending money in the hospitality sector.  This is the benefit of travel, we know the industry enjoys “pent up demand”.  Everyone who had to cancel their spring break trips or summer trips will be the first to book new trips as soon as they are able.  Afterall there’s a scientific reason our suitcase is always half packed.

National Tourism Strategy Examples

“Why do we need another plan?”  We hear this question a lot at Solimar when asked to help a tourism destination develop a national, regional, or destination specific sustainable tourism strategy. We know that most of the destinations we work with have a cabinet full of previous studies and plans that were developed but never implemented. So, we understand and empathize with tourism stakeholders that may be reluctant to spend more time in consultation meetings to discuss the challenges and actions needed for the tourism industry.  As a sustainable tourism consulting firm, we believe strongly that every tourism destination needs a tourism strategy, or a long-term tourism plan that unites the industry and the government to puruse a shared vision for sustainable tourism development and management.  But the question is how do you develop a tourism strategy that is implemented and doesn’t just end up on the shelf?

Based upon our tourism planning and implementation experience in more than 500 destinations around the globe, we know that tourism strategies often fail, but rarely because of a lack of good ideas. In our experience, we believe the process is just as important as the end tourism strategy.  We see the keys to successful strategic tourism planning include: 

  • Buy-in and consensus, from the wide range of public and private sector stakeholders that will be needed for successful strategy execution. Solimar uses a variety of tools and proven approaches for achieving that buy-in and consensus.
  • Detailed action plans that clearly define timelines, responsibilities, and the human and financial resources that will be required for plan implementation. Unlike most tourism planners, Solimar implements most of the tourism development strategies that we develop. That experience gives us valuable perspectives in defining action plans that are time-bound, practical and achievable. 
  • A focus on demand-driven solutions. While policy frameworks, training, and infrastructure development are all important components of a comprehensive tourism development plan, increased demand is the primary and ultimately the only sustainable driver of more frequent and affordable airlift, product diversification, and improved service delivery. 

Solimar’s sustainable tourism strategic planning process is centered around helping tourism stakeholders answer 4 main questions:

  1. Where are we now?  what is the current situation with our tourism industry?  How is the industry performing? How do we compare to our competition? What are our tourism assets? What tourism services are available for visitors? Who is responsible for tourism policy, management, marketing, investment, etc? How is the industry organized?  But most importantlywhat are the main challenges that are preventing our industry from reaching its full potential?  Through a careful review of tourism statistics, previous studies, online research, and interviews and surveys with tourism stakeholders we are able to develop a tourism sector analysis or a tourism situation analysis that sets the foundation for the tourism strategy.
  2. Where do we want to go?the vision statement is one of the most important components of a tourism strategy. The objective of the visioning process is to build consensus around a shared vision for the future of the tourism industry in the destination.  Solimar uses a variety of different approaches to create a shared vision but this is mainly achieved through a participatory planning workshop where stakeholders come together and think into the future and describe a tourism industry that they would like to see for their destination.  How has tourism changed from today?  What is improved?  What remains the same?  Asking tourism stakeholders to describe their desired future of the tourism industry shows that while stakeholders have many different opinions about what needs to be done and what should be prioritized, they often share a common vision for what they want tourism to look like in the future for their destination.
  3. How do we get there? – Once a shared vision is agreed upon, the next question is how the vision will be achieved and how best to organize action plans to be implemented. While every tourism destination is unique and has its own challenges and priorities, most tourism strategies tend to prioritize 5-6 main pillars of the strategy that we call strategic objectives or strategic goals.  These tend to be focused around improving Policy/Coordination, Marketing, Product/Destination Development, Workforce Development, Sustainability and other topics that flow from the participatory planning process.  After defining these main pillars, the next and most important step of the strategic planning process is to define the specific strategies to be implemented to achieve these goals.  Individual strategies are the main components of the document and what provides the direction for the industry to realize the vision. Through stakeholder interviews and outcomes from the tourism planning workshop these strategies are identified and grouped under the corresponding goals. A description of each strategy is important to help everyone understand what is being proposed and why.  The last and very important step is the creation of detailed action plans.  These action plans are developed through working groups that include the public and private sector, conservation and community organizations, and other stakeholders. The key to action planning is aligning the action plan updating and reporting with the government’s own annual work planning and budgeting.
  4. How do we know we’ve arrived? – Indicators are an important tool in a strategic plan to define quantifiable targets that can be used to measure the results of the strategy implementation process. Indicators should include not only economic performance, but also sustainability and other policy focused metrics that demonstrate progress towards realizing the vision and communicate progress.

A wise man once said “Without goals, and plans to reach them, you are like a ship that has set sail with no destination”.  Tourism is not the type of industry you want to allow to set sail without a clear direction and someone at the helm. Sustainable tourism planning provides an important tool to bring tourism stakeholders together and define in their own terms how tourism can and should contribute to a desired future for their destination and community.

Working in the travel and tourism industry for the last 20 years has allowed me to meet and become friends with some amazing entrepreneurs that built and operate the world’s best travel and hospitality companies.

I remember first realizing a career in travel was possible when visiting my Aunt Laura’s travel agency in Huntsville Texas. As I was considering job options after college, I remember thinking how lucky she was to be able to work in the travel industry for a living.  Later while studying abroad in Costa Rica I was introduced to some of the pioneers of the ecotourism industry (Finca Rosa BlancaLapa Rios, Selva Bananito, Aguila de Osa, Rafiki Safari Lodge, Selva Verde Lodge, Hotel Belmar, and Pacuare Lodge) that each taught me that not only could you make a living doing what you love, but you can also make a difference in the world. These entrepreneurs were making a profit by delivering an incredible guest experience while also supporting conservation and community development.

My career has since taken me around the world to many undiscovered destinations. I continue to meet people who have made the decision at some time in their life to pursue their passion for travel but also make a positive impact in the destinations where they operate.  They are often the pioneers of tourism in these destination–opening ecolodges or inbound travel companies despite very challenging business environments.

It wasn’t until our work in Namibia with the Millennium Challenge Corporation where we were asked to represent the Namibia Tourism Board in North America and grow North American arrivals by cultivating the business of international tour operators that I learned the power and shared values of these companies to support sustainable tourism development. With the help of Natasha Martin and our friends at the Adventure Travel Trade Association, we were able to convince over 130 of the top US tour operators to not only start offering and selling Namibia, but also offer the community conservancies that were taking conservation and community development efforts to scale.  It was during this time that I realized that just like the private sector pioneers working in undiscovered destinations, the international tour operators and travel agents in North America were also driven by more than making a profit.  They truly wanted to see their tours and guests supporting sustainable tourism and the communities they visit.

Recognizing the power of sustainable tourism to support sustainable development goals and knowing that even with the best tourism policies in place or the best consultants advising destinations, it is only the private sector that is making sustainable tourism work for development.  The private sector is who invests in the destination, creates jobs, and supports communities, and conservation.  Unlike other industries that use philanthropy to give back, the tourism industry knows that investing in conservation and communities is good for their business and the right thing to do.

This is why Solimar has recently launched the Sustainable Tourism for Development (ST4D) Alliance. We are calling all tourism industry partners to join us and combine efforts to support sustainable tourism for development.  With this Alliance, we hope to change the pattern we see in development projects where the private sector is only engaged when the project is over to sell a new community tourism project or add a new “off the beaten path” destination to their offerings.

By creating an alliance of like-minded tourism industry partners, we can change the way we approach sustainable tourism development projects.  We know the end goal is to create jobs, conserve natural and cultural resources, and deliver transformational travel experiences to guests. Instead of waiting until the end of the project to engage the private sector, what if we started off by tapping into their knowledge, experience, technology, and potential support for connecting to the markets?

This is the idea of Solimar’s Sustainable Tourism for Development (ST4D) Alliance. We believe that by having the private sector, both in country and in the source markets when projects are designed, and resources are allocated we can ensure the products developed and the marketing efforts implemented will result in the desired impacts.  The question for our private sector friends is are you willing to go beyond the tourism hot spots and help support these undiscovered destinations and create demand for these new destinations?  Sure, selling Costa Rica is easy, and we know these trips are making a positive impact, but what about adding a new trip to Nicaragua or Honduras where they need tourism dollars and visitors desperately?  Or even better, how about joining Solimar and supporting cultural sustainability in Armenia with the Smithsonian, or supporting marine conservation with Conservation International in the remote Island of Atauro in Timor-Leste, or supporting World Heritage Conservation with UNESCO and National Geographic in Europe.

Remember why you first got involved in the tourism industry.  We know if you were just driven by profits you would have chosen a different career. You love travel and believe in the positive impacts it can create both for your guests and the host communities.
